Key findings

Gaza: Khan Younis operation, strikes, and the rebuilding blockade

Lebanon: expanded ground offensive, Beirut strikes, civilian toll

West Bank: soldiers killed, Netanyahu vows operation, election restrictions

Regional escalation: Iran missile attack, multi-front operations

Israel is heading into its most important election in years on October 27, and the campaign has been defined by two wars that Netanyahu has been fighting simultaneously: the war in Gaza that began after the October 7, 2023 attack, and the expanded war in Lebanon that escalated dramatically in September. The week's reporting makes clear that neither war has produced the kind of decisive outcome that would settle the election one way or the other. In Gaza, Israeli ground and air operations in Khan Younis killed at least 51 people, including women and children, according to Palestinian medical officials. In Lebanon, Israeli strikes have killed more than 1,000 people over the past two weeks, nearly a quarter of them women and children, according to Lebanon's Health Ministry. Eight Israeli soldiers were killed in a single day of operations in southern Lebanon, among the biggest Israeli combat casualties in months.

The election itself is a referendum on Netanyahu's handling of security. Trump has endorsed Netanyahu, and the prime minister has questioned reports of settler attacks in the West Bank. But the Washington Post reported that conditions in Gaza remain bleak and reconstruction blocked, three years after the October 7 attack, with Netanyahu standing in the way of rebuilding. The Israeli military announced it would close West Bank crossings on election day as a crackdown escalates. The broader regional context is not stable: Iran launched dozens of missiles into Israel on October 22, and Israel has vowed to retaliate. Israel is operating on multiple fronts -- Gaza, Lebanon, Syria, and the West Bank -- with no clear endpoint on any of them.

The cyber and covert dimension documented this week is the scale of Israeli strikes in Lebanon: the Israeli Air Force carried out 370 strikes in Lebanon during September, an average of about 12 per day. Since September 23, Israeli attacks have mainly targeted Hezbollah strongholds in southern and eastern Lebanon, as well as south Beirut. More than a million people have been forced to flee. The 146th Division began what the military called "limited, localized, targeted operational activities" against Hezbollah targets in southwestern Lebanon, and Israeli forces warned civilians near the southern part of Lebanon's Mediterranean coast to evacuate, signaling an extension of the offensive northward toward Sidon.
