The energy ceasefire is the central story this week, and it is collapsing in real time. On October 11, Trump announced on Truth Social that Russia and Ukraine had agreed to an energy ceasefire, declaring it effective immediately and adding Do not break it. On October 12, Russia struck six Ukrainian energy facilities hours after the announcement, according to Zelensky. Since Trump's energy ceasefire announcement, there have been more than 170 strikes on Ukraine's energy infrastructure, Zelensky said. On October 25, Russia struck energy facilities again, wounding 33 people. Zelensky said Russia was unwilling to accept an energy ceasefire.

The ceasefire follows the pattern of the September 14 energy ceasefire Trump announced, which Russia ignored and the reciprocal strikes continued. This time, Ukraine has said it is ready to refrain from striking Russian energy infrastructure and counts on the same readiness from Russia. But Russia has not agreed. Instead, it has intensified attacks on Ukrainian energy infrastructure, using Iranian Shahed drones and glide bombs, hitting gas stations, power plants, and energy facilities across the country. Blackouts have hit Izyum, Kharkiv, Donetsk, and Zaporizhzhia. Electricity rationing has been introduced in parts of Ukraine.

At the same time, the Starlink/Starshield disruption has been the other major story. Musk says SpaceX was behind the restrictions, accusing Ukraine of violating Starlink's terms of service. Ukraine's Starlink satellite speeds were restored after a week of front-line disruption. The Pentagon-funded Starshield network also experienced disruptions. Senators have warned the White House they will withhold confirmation votes until the administration ensures the restoration of communications capabilities used by Ukraine's military.

The throughline: a war where the U.S. president's announcements of ceasefires are treated by the Russian military as invitations to strike harder, where the same administration that once declared Ukraine's fight the front line in a global battle for freedom is now sending money to Moscow, and where the satellite communications Ukraine depends on can be throttled by a single billionaire's decision.
